Yet another of the secret government projects, "The Agency" as it is unimaginatively called, is a severely
under-funded secret project responsible for the well being of America. Make no mistake, even with these severe funding
problems The Agency has been effective, but in often in less than subtle ways. In order to acquire what little money it has
access to, The Agency is passed from sponsor to sponsor, going to whichever legitimate agency has a surplus budget that year.
Previously working under the National Park Service, the Food and Drug Administration, and the Department of Education, the Department of Fish and Game, Bureau of Indian Affairs,
and the Department of the Health and Human Services, The Agency is currently under the Department of Weights and Measures.
For several decades, the Agency has performed an undisclosed number (possibly hundreds if not more) of
genetic experiments ranging anywhere from turning one of its own willing operatives into a poisonous-to-the-touch madman to
its current 'pride and joy,' Darien Fawkes, their "Invisible Man". These experiments were performed to create new methods to defend this country against any terrorist
threat that may be flung our way, and although most of the experiments backfired and the subjects now reside in an Agency sponsored loony
bin where agency sponsered experts do thier best to reverse the damage. The Agency is now awaiting sponsorship from a higher source (possibly the CIA or FBI) but may not see the light of
day as it now has to constantly clamor for any little assignment its agents can take care of while keep its one great
success, the "I-Man Project" hidden from other government agencies who would try to take control if they knew of the
success "I-Man Project".
Notes: To date the I-Man Project has cost over 17 million dollars and according to a recent audit, The Agency 'allegedly'
spent nine million dollars in "post-it notes" within the span of one year.
The I-Man Project
There are 3 things that make the I-Man Project work:
The Gland: The source of the substance known as "Quicksilver" the gland is a small (silver dollar sized) starfish-like
bio-synthetic wonder. The gland constantly produces "quicksilver" and stores it for release by its host (see Darian Fawkes)
. The substance can be secreted through the hosts pores, the amount and area of secretion can be controlled by the host
with practice. After training the current host, Fawkes, has shown the ability to create invisibility effects such as partial
body invisibility (head only, legs only, ect.) and invisibility transference, that is, pushing quicksilver from his pores onto
a target object or person. The transference trick is useful but it wears off within a minute due to the fact that the
quicksilver on a target is not continually replenished as it is on Fawkes.
Quicksilver: The mysterious substance has the ability to bend visible light in such a fashion as to render anything covered
in quicksilver invisible to the normal light spectrum. The quicksilver does not affect infrared or ultraviolet light which
has been both a blessing and a hindrance. When covered by quicksilver the target is unable to see visible light but as a
side effect of immersion in quicksilver the target can see in ultraviolet light which causes the world to be seen in shades
of gray.
The substance has a very low surface temperature and as such chills anything or anyone immersed in quicksilver
to a temperature near freezing. Over time Fawkes has built up a tolerance for the chilling side effect effect.
A genetically engineered side effect of quicksilver is the narcotic effect it has on the brain. Use of the modified quicksilver causes a narcotic buildup in the
brain, the buildup occurs faster as quicksilver is used, but abstaining from use of quicksilver does not stop the buildup.
After a week of low to non-use enough of the narcotic buildup occurs to induce "quicksilver madness" a state which resembles
psychosis. The host experiences fits of rage and megalomania as well as a compulsion to act on his darker impulses. If the
madness is allowed to endure for too long brain damage and death will occur. The quicksilver did not have this effect in its first subject, the gland was mutated by one of the scientists working on the project as a way of
controlling the recipient after the gland was implanted. If the agency ever harvests the gland from Fawkes they will in all likelihood edit this mutation out of future glands.
The Counteragent: This drug was developed after the observation of "quicksilver madness" on laboratory rats. The counteragent
must be introduced into the subjects system intravenously and sparingly. If used too often when there is not enough narcotic
build up, the subject can develop a tolerance to the drug. The drug is difficult to make, expensive, has an organic base and
does not keep well, thus only small amounts are made as needed.
Although The Agency has over two dozen operatives the core of the Agency is composed of 6 people.

Until recently, Darien earned his living as a small-time thief. Then his criminal career was ironically interrupted by a
detour onto the path of the straight-and-narrow.
Sentenced to life in prison for a crime he (mostly) didn't commit, Darien was transferred from jail to a laboratory when he
agreed to act as a guinea pig in a secret, government experiment. Because Darien's own brother was the head scientist in the
experiment, Darien believed he was safe, more or less.
The bio-engineered gland that secretes the substance -- Quicksilver -- was surgically implanted at the base of
Darien's skull. The Quicksilver it generates can now be secreted from his pores soaking his skin and worn clothing in the substance. This
enables him to become invisible at will, but this is the mutated gland and the Quicksilver has a side effect, the secretions from the gland build up and
degrade his higher brain functions, unleashing his dark impulses and pushing him towards insanity.
The counteragent, administered on a frequent basis by his government handlers, staves off the inevitable destruction of
Darien's mind. Consequently, Darien has struck an uneasy deal: doses of the counteragent as needed in return for serving
the clandestine government agency as a secret operative until such time as the Agency can figure out how to safely remove the gland.

Hobbes has been assigned to be Darien's partner in their clandestine endeavors. It's not a love-match: Hobbes is definitely
a "company man," and, even though he knows his country doesn't always do the ethical thing, he's more than willing to get
his hands dirty for the cause.
He's not a flag-waver, though. Just smart, cynical and streetwise. However, Hobbes has a bit of a chip on his shoulder
because Darien's got a higher security clearance and pay scale than he does, despite the fact that Darien's the new kid
on the block. Of course, Hobbes is long overdue for several raises and vacation.

Charles Borden (aka The Official) is the typical example of his bureaucratic species: a rumpled, government official
who's got more skeletons in his closet than the Museum of Natural History. Although he wields red tape and paperwork to bend
others to his will the way a samurai flourishes a sword, he's no mere paper-pusher.
As the top guy for top secrets, The Official manages unofficial experiments, like the one that warped Darien into the incredible,
shrinking id. One can probably assume that The Official has ethics, but they're as obscure as the agents, missions and operations
that form the web of intelligence in which he works.
As with all men of power The Official has his right-hand man - Eberts. Eberts' job is to play secretary, confidant, and arranger
for The Official. If The Official needs information found or created, Eberts is the one who does the finding or creating.
Eberts keeps track of the actions of other agencies and informs The Official of any actions which might have an impact on
The Agency or the I-Man Project.

Claire Keipley has an uneasy alliance with Darien. She's the one who administers the precious counteragent that preserves his
sanity and keeps his violent impulses in check.
But she's no Albert Schweitzer. She's a scientist thoroughly intrigued by Darien's ability, and its potential is a lure
that may tempt her to stray from her scientific and human ethics. So far, she and Darien operate with a semblance of trust,
but that trust is fragile and might easily be disrupted.

Agent Monroe is the latest addition to The Agency and quite simply she is one of the best operatives in any governement agency.
She has top secret security clearance and a "5-star-A" rating for field operatives. This means she is among the highest ranked
operatives in all academy taught skills such as weapons, surveillance, sabotage, seduction and infiltration.
She is also very beautiful as well as being at the height of physicaly fitness. She is the only field operative at The Agency
who has a private office.
Monroe has been on a mission to elminate the group knonw as "Chrysalis" since she discovered she had been used as a surrogate
by "Chrysalis" when she had artificial insemination. Shortly after his birth her son was taken by "Chrysalis". She later learned that
the clinic she used was operated by "Chrysalis" and had impregnated dozens of women with genetically engineered eggs.
Monroe will let nothing stop her from recovering her son.
