1. Subject
This document is in response to the liberation and destruction of a secret metabolism altering serum developed by Army Intelligence in early 1970. On 07-22-71, Bureau agents liberated or destroyed all known samples of the serum code named Stygian Formula. Bureau agents also removed all notes and papers kept by the scientists in charge of the secret operation. This serum, while obviously very powerful, is not used by the Bureau because of the inevitably fatal side effects.

2. Item
The Stygian Formula was developed secretly by the Department of Defense under the classification of the Overlord Project. This project was to create a usable "super-soldier" formula for use on combatants. It was originally called "Test Formula Theta-4", note the name was changed after the side effects were discovered. The serum was created by Doctor Douglas R. McCloud and tested on 100 soldiers who were offered promotions and elite status for volunteering for the experiment. Of the original 100, 87 died horribly within 72 hours due to cellular breakdown. Seven of the remaining 13 went insane from a chemical imbalance caused by the serum and eventually died. The final six volunteers found that over the course of the following month they were becoming stronger, quicker, tougher, and, in one case, smarter. After the first month, each subject developed bizarre psionic abilities, but the project's success was short-lived since the side effects killed two of the subjects soon after, and killed the other four within a year. Breakdown of the initial survivors follows:

Death induced by system-wide breakdown/overload by the Stygian Formula is known to take five forms and occur within a year of introducing the formula into the body. In each case, the victim had only a few minutes warning by way of extreme discomfort before death occurred. The methods of death are explained below:

Melting:: The body's cellular structure unravels in less than 10 minutes, causing the subject to "dissolve into goo."
Explosion:: Intense pressure build-up in the blood and other bodily fluids to the point of eruption.
Spontaneous Combustion:: Body-wide build-up of heat in cells to the point where the body catches fire.
Snuff:: The body experiences total metabolic shutdown. The subject simply stops living.
Implosion:: The organs - including the skin - undergo severe cellular contraction leading to death.

There is no known cure for the formula once it is introduced into the body and no one killed by the process has ever been successfully contacted after death. Bureau 13 prohibits the use of this formula by it's agents but shall keep the records in the Bureau Headquarters and several supply dumps in case of dire emergency.

Bureau 13 and possibly others if the records thought to be in lost supply dumps are ever recovered.
